There has recently been some misinformation published online regarding Council’s Private Land Use Permit, which we acknowledge has led to confusion among some of our community.
You do not require a permit when completing minor repairs on your car on your private property, such as an oil change, belt change or water refill. You can also freely use a caravan on your private land without a permit for up to 2 weeks at a time (within a 2-month period).
Unfortunately, due to this misinformation, our Customer Service Team and Councillors have been subjected to unacceptable threatening behaviour. We request that you treat all Council staff members with respect so we can help you with your inquiry.
From July 2023 to December 2024, a total of 20 Private Land Use Permits were issued in the City of Casey. No permits have been required or issued by Council in relation to servicing vehicles on private property.

Casey Community Local Law
Council understands that there is misinformation and confusion regarding role and purpose of the Casey Community Local Law and its purpose.
The Casey Community Local Law aims to:
- Provide for the peace, order and good government of the municipality.
- Provide an environment free from hazards so our residents can enjoy a good quality of life.
- Prevent nuisances that may affect the enjoyment of life within the community. It also prevents impacts on the health, safety and welfare of our residents.
The Private Land Use Permit sits within the Casey Community Local Law and has been in place for several decades to protect the health, peace and safety of our community. The permit is common in many councils across Victoria and is not unique to Casey.
Community Local Law review 2023
In 2023, in consultation with the Casey community, Council developed the Community Local Law 2023, which replaced the Community Local Law 2018 and the Asset Protection Local Law 2016. In 2024, Council adopted the Community Local Law 2023,
No changes had been made to the Local Law Permit and it remains the same as it was in the previous Community Local Law 2018. Council currently has just 20 Local Law Permits for Private Land Use. Most of these are to keep a long or heavy vehicle on a property.
What the permit is for:
The permit is in place to manage nuisance behaviour that disrupts the wellbeing of the community. This includes:
- Large/long trucks parked on private property, creating noise at inappropriate hours or causing damage to nature strips.
- Individuals living in caravans on private properties for extended periods of time, leading to potential health or water waste concerns.
- Private properties hoarding old cars, which negatively affect the appearance of the street.
What the permit is not for:
The permit is not in place to restrict or limit residents' working on their cars or motorbikes, or family or friends visiting and staying in a caravan on holidays.
When you need to apply for a permit:
- Using a recreational vehicle (e.g. off road go-karts or mini bikes) on a private property
- Temporary storing a shipping container in a residential area (up to 90 days)
- Storing long heavy vehicles (e.g. large trucks)
- Storing more than 2 unregistered vehicles
- Using temporary dwellings like a caravan for more than 14 days in any 60-day period.
A permit is not required to complete minor repairs on your car on your private property (such as oil changes or belt charges), or to use caravans for up to 2 weeks on private property.
