City of Casey Officially Launches Disability Inclusion Action Plan 2025–2029

The City of Casey officially launched the Disability Inclusion Action Plan 2025–2029 (DIAP) at a special event held at Bunjil Place on 23 July. The DIAP was unanimously endorsed at the April Council meeting. It sets out a bold and inclusive vision for a community where people with disability can fully participate in community life.


The launch event was attended by Mayor Cr Stefan Koomen, who delivered a powerful speech reaffirming Council’s commitment to accessibility, equity, and inclusion. Cr Carolyn Eaves, and Cr Kim Ross also in attendance, alongside members of the Disability Access and Inclusion Advisory Group (DAIAG), Council staff, representatives from neighbouring councils, and key disability organisations.

“This plan is more than just a document - it’s a powerful statement about who we are and the kind of community we want to be,” said Mayor Koomen.
“It lays out how we intend to remove barriers, raise awareness, and create opportunities so that people with disability can fully participate in every part of community life.”

The DIAP was shaped by extensive community consultation, including workshops, surveys, and one-on-one conversations with people with disability, their families, carers, and advocates. The result is a plan grounded in lived experience, with 70+ practical actions across five areas.

These actions include:
•    More inclusive and accessible Council services, programs, and facilities
•    Improved access to information and communication
•    Greater employment and economic opportunities for people with disability
•    Stronger representation and participation in decision-making

Mayor Koomen emphasised the importance of a whole-of-Council approach, stating:
“Every service area, from infrastructure and urban planning to libraries, leisure centres, customer service, the arts, and events has a role to play. Inclusion is a shared responsibility.”

An outcomes framework has been built into the plan to ensure accountability, transparency, and continuous improvement. Progress will be tracked and reported regularly, with ongoing community feedback guiding implementation.

The City of Casey extends its gratitude to the DAIAG members and all community contributors who helped shape the DIAP. Their insights and advocacy have been instrumental in bringing this plan to life.
