Each year, when preparing our annual budget, we calculate the total rates revenue required to fund construction, sport and recreation, parks, roads, maintenance, and community services. The amount is capped by the Minister for Local Government, limiting the amount councils can increase their total revenue from general rates and municipal charges.
The total rates revenue required is divided by the combined value of all rateable properties in the City of Casey. The resulting figure is referred to as the rate in the dollar.
We then multiply the rate in the dollar by the market value/capital improved value of a customer’s property to determine the amount of general rates we apply to that property.

Additional charges
Waste charges and the Emergency Services & Volunteers Fund (ESVF) levy are added to the general rates to determine the annual rates amount for each property.
We will also subtract any concessions that may apply.

Example calculation
- We determine the 'market value' of a property to be $400,000.
- We determine the 'rate in the dollar' to be 0.0021931497.
- We multiply $400,000 by 0.0021931497 to get a 'general rate' of $877.26.
- We add the additional charges and subtract any concessions that may apply.
Object to a valuation
Since the 2023 general valuation, Valuer-General Victoria is responsible for determining valuations for all 79 councils in the state. The valuation of your property is based on:
- market changes in your area
- recent, comparative sales
- location and land size
- building value (size, age, quality and condition of your property)
- any other improvements and extensions to your property.
Please note, the valuations are for rating purposes and may be different from a bank or real estate market valuation.
Valuation objections must be lodged within 2 months of receiving your rates notice. Before submitting an objection online, we encourage you to discuss with your valuer at Council.
