Where the amendment applies

The land affected by this amendment includes:

  • Land in Lyndhurst and Lynbrook shown on the Planning Scheme maps as within Schedule 3 to the Development Contributions Plan Overlay of the Casey Planning Scheme, subject to the Lyndhurst Development Contributions Plan.
  • Land in Cranbourne East shown on the Planning Scheme maps as within Schedule 4 to the Development Contributions Plan Overlay of the Casey Planning Scheme, subject to the Development Contributions Plan for Local Structure Plan 3 – Cranbourne East.

Overview

The City of Casey has prepared Planning Scheme Amendment C302case to extend the expiry dates of the Lyndhurst Development Contributions Plan and the Development Contributions Plan for Local Structure Plan 3 – Cranbourne East.

The amendment extends the expiry dates of both development contributions plans by five years from the date of gazettal and makes changes to the Schedule to Clause 72.04 of the Casey Planning Scheme. This extension allows Council to keep collecting contributions that help fund essential infrastructure in Lyndhurst, Lynbrook and Cranbourne East.

What is a planning scheme amendment?

A planning scheme amendment is a formal change to a planning scheme. It sets rules and policies for how land can be used and developed. Amendments may add, remove or update written content or maps in a planning scheme.

What is a development contributions plan?

A development contributions plan allows Council to collect financial contributions from developers. These funds help deliver important infrastructure such as roads, parks, community facilities and drainage services to support new and growing communities.

How will this change affect me?

This change only affects undeveloped land within the Lyndhurst, Lynbrook and Cranbourne East areas identified in Schedule 3 and Schedule 4 to the Development Contributions Plan Overlay of the Casey Planning Scheme.

Extending the expiry dates means Council can continue collecting funds from new development to help deliver road upgrades and other essential infrastructure. This ensures new development contributes fairly without placing extra financial pressure on existing residents.

The amendment is open for public inspection from 4 December 2025 to 16 January 2026.
