The Community Infrastructure Levy (CIL) is a one-off fee set by the State Government to help fund the cost of community infrastructure and facilities in newly developing areas.
Each growth area precinct has different and unique infrastructure requirements. The Development Contributions Plan (DCP) sets out which CIL payments fund which infrastructure projects for that growth area.
What does the CIL pay for?
- Sporting pavilions
- Recreation facilities
- Community facilities (as detailed in the relevant DCP)
When to pay the CIL
By law, CIL must be paid before a building permit can be issued, under Section 24(5) of the Building Act 1993. The building surveyor cannot issue a building permit until the CIL has been paid.
If for some reason the CIL was not paid and a building permit has been issued, we will remind the building surveyor of their responsibilities under section 24(5) of the Building Act 1993. Following this, we may take steps with the landowner to secure payment.
CIL price
The CIL is payable for every new dwelling. So where a lot is further subdivided (into townhouses for example), and additional CIL will be payable for each of the extra dwellings created.
The CIL does not apply to a small second dwelling, replacement dwellings, house extensions, outbuildings, a non-government school, or housing provided by or on behalf of the department of Health and Human Services.
The CIL amount payable is subject to indexation and varies between different Precinct Structure Plans (PSPs) or housing estates. It’s currently capped at $1,450.00.

How to pay the CIL
- Credit Card over the phone
- In person at our Customer Service Centres.
- BPAY email you request for an invoice to levies@casey.vic.gov.au. Please include your details and new property address.
Most builders will ask you for a copy of the CIL payment receipt or a confirmation of payment email. If you require this please email levies@casey.vic.gov.au. Please include your name and new property address in the email request.
I have paid the CIL and I am now selling my land, can I get a refund?
No, once the CIL has been paid; Council as the Collection Agency records that the charge on the land has been paid and the funds are committed to be used toward the delivery of the Community Infrastructure listed to support the area.
