Purpose
The City of Casey finalised Planning Scheme Amendment C286 in 2025 which gives effect to the Collison Estate Development Contributions Plan (DCP) and implements the Collison Estate Development Plan (DP) into the Casey Planning Scheme.
The DP provides a high-level framework guiding the redevelopment of the Estate into an integrated residential development consisting of approximately 1,700 allotments. It provides diversity in dwelling types and sizes, whilst optimising the site’s proximity to existing services and open spaces. The DP also seeks to provide a local neighbourhood activity centre and community facilities within the Estate. The DP is the endorsed DP for the affected land under Clause 43.04 of the Casey Planning Scheme.
The DCP identifies the infrastructure costs for the Estate to develop and distributes these costs equally between landowners in the Estate. The final DCP will be made available once the Minister for Planning gazettes Amendment C286.

Scope
The DP and accompanying DCP applies to land in the Collison Estate, Cranbourne East outlined in red in the below image. The Estate is bounded by Casey Fields Boulevard and Mayfield Road to the west, Linsell Boulevard to the north, Berwick-Cranbourne Road to the south and the rear boundary of properties east of Collison Road.
